What Are The Replacement Levies For?

​Shoreline School District is proposing two replacement levies for collection in the years 2027-2030 to fund educational programs and services that are not fully funded by state or federal sources.

​​

Two separate levies will be on the ballot:
 

  • Proposition 1: Educational Programs and Operations Levy (EP&O Levy)
    Revenue from the EP&O Levy funds services and programs not fully funded by the state, such as:

    • Staffing to maintain reasonable class sizes

    • Teacher professional development

    • Inclusive learning supports

    • Multilingual learner program

    • School-based student support staff

    • Transportation

    • Athletics and performance teams

    • Performing arts

    • Other extracurricular activities
       

  • Proposition 2: Capital Levy for Technology Improvements and Support (Tech Levy)
    Revenue from the Tech Levy funds:

    • Maintenance and replacement of computers and devicesfor students and staff

    • Upgrades to network systems, cybersecurity, and infrastructure

    • Digital curriculum, online learning tools, and library and assessment systems

    • Classroom technology, such as displays, sound systems, and document cameras

    • Specialized tools for instruction and special education

    • Student- and family-facing systems for communication and access to learning

    • Staff training and technical support

    • Modernizing district digital operations and systems


The proposed levies replace past levies that will expire at the end of 2026, including the one-year supplemental levy that passed in August 2025.

How much will this cost?

Property owners in the Shoreline School District are projected to pay a lower tax rate in 2027-2030 than in 2023-2026 to the Shoreline School District, even with both of these replacement levies.  While future tax rates are only estimates, the current projections show an expected shift from an average of $3.23 per $1,000 of assessed value in 2023-2026, to an average of $3.16 per $1,000 of assessed value in 2027-2030.

What happens if the levy fails?

The district will have to make deeper cuts than those which have already happened – increasing class sizes, limiting athletics and extracurricular activities, and reducing staff and services available to our kids and families.
